Construction Begins on New Valley View Elementary School in Bonners Ferry, Idaho
BONNERS FERRY, Idaho — Ground was broken April 9 at Valley View Elementary School in Bonners Ferry, marking the start of a new chapter for the Boundary County School District and the broader community it serves. The ceremonial shoveling, attended by state officials, local elected leaders, students, and longtime community members, signals the beginning of construction on a replacement facility expected to be ready for students by the start of the 2027-28 school year.
Fourteen individuals — ranging from Idaho Lt. Gov. Scott Bedke to a kindergartner named Rosie — lined up wearing yellow hard hats and drove shovels into the earth simultaneously, marking the official launch of the project. The new school will be built adjacent to the current Valley View site. Once construction is complete, the existing building will be demolished and converted into a parking area.
State Funding, Failed Bonds, and Years of Persistence
The road to the groundbreaking was not without obstacles. Boundary County School District Superintendent Jan Bayer acknowledged that reaching this milestone required years of effort and more than one setback at the ballot box.
“It was not an easy task,” Bayer said. “This project did not happen by accident. It is a result of grit, persistence and a refusal to give up.”
The project became financially possible after the state of Idaho awarded the district $13.2 million on Aug. 5, 2025. The funding came through House Bill 338, which directed $50 million toward rural school facility upgrades across the state. Valley View received more than 25 percent of that total allocation — a reflection of the school’s documented need.
A 2023 inspection found the aging Valley View building was approaching condemnation. The school gymnasium had collapsed as far back as 1996. Bayer thanked state leaders for selecting Valley View as one of the first projects funded under the cooperative program.
“Thank you to the state of Idaho for creating the cooperative funding program and selecting Valley View as one of your first projects,” Bayer told the crowd gathered on the school grounds.
Among the state officials attending the groundbreaking were Idaho Superintendent of Public Instruction Debbie Critchfield, Idaho Rep. Mark Sauter, R-Sandpoint, and Idaho Sen. Jim Woodward, R-Sagle, both representing District 1. Boundary County commissioners and city councilmembers were also in attendance.
Community Roots Run Deep at Valley View
The ceremony carried emotional weight for many in attendance. Linda Alt, who first attended Valley View in 1954 — six years after the school opened in 1948 — was among those who stepped forward with a shovel.
“It’s just fantastic,” Alt said. “All my kids went here and over the years, you can see that it was getting old, tired and needed to be replaced. I have lots of memories, good memories of it.”
Sen. Woodward, who began his own schooling at Valley View in 1977, reflected on the significance of the day with a mix of nostalgia and appreciation for those who made the project possible.
“I always say when I started in 1977 it wasn’t new then,” Woodward said. “I watched the very first space shuttle launch here in the portables out back.” He added that while it would be strange to see the old building come down, he praised the efforts of district leadership. “The school board and the superintendent worked so hard. They made it happen.”
Dozens of Valley View students sat on the grass during the ceremony, listening attentively as speakers addressed the crowd. Among them was Rosie, a kindergartner who enrolled this year — and who, along with her classmates, will be among the first students to attend the newly constructed facility when it opens.
The new building’s construction represents a significant investment in North Idaho’s rural school infrastructure, made possible through a state funding mechanism designed to assist districts that have struggled to pass local bond measures.
