Estate Administration Notice
Kimberly Rackman has been appointed administrator of the estate of Joshua Pilch, who is deceased. Creditors and others with claims against the estate have four months from the initial publication date to file their claims with the Bonner County Clerk of Court. Claims must be presented to Hickey Law Firm, located at 318 Pine Street in Sandpoint.

Federal Contractor Dispute Filed
A federal civil lawsuit has been filed in U.S. District Court for the District of Idaho against Endless Concepts Contracting LLC, operating as Boss Hog Contracting, a Missouri-based company. The plaintiffs, Paul Rothley and Betsy Rothley, are alleging fraud, mutual mistake, breach of contract, unjust enrichment, violations of the Idaho Consumer Protection Act, and negligence.
The case, filed under number 2:26-cv-00382-DCN, was served by publication. The defendant has 21 days from the final notice publication to file a response. The summons was dated June 23, 2026, and notices are running July 14, 21, and 28, along with August 4, 2026.
The case is being heard at the U.S. District Courthouse located at 6450 North Mineral Drive in Coeur d’Alene. The plaintiffs’ attorney is Gregory M. George with Bristol George law firm, based at 1900 Northwest Boulevard, Suite 200, in Coeur d’Alene.
Granite Reeder Water District Budget Hearing Scheduled
The Granite Reeder Water & Sewer District will hold a public hearing on its fiscal year 2027 budget on Wednesday, August 5, 2026, at 3:00 p.m. The hearing will take place at the district’s building located at 3973 Reeder Bay Road in Nordman.
Public comment will be limited to five minutes per speaker. The district posted the proposed budget ten days in advance of the hearing, as required. The board typically convenes on the first Wednesday of each month at 3:00 p.m.
The proposed budget projects total income of $784,868 for the fiscal year beginning December 1, 2026, and running through November 30, 2027. The district expects to carry over a negative beginning balance of $9,933 from the prior year.
Major revenue sources include LID account income from Mountain West ($141,875), Bonner County tax revenue ($36,333), LID billable income ($318,593), operations and maintenance fees ($272,000), interest income ($23,000), and billable service calls ($3,000).
Budgeted expenses total approximately $784,868 and include wages and burdens ($190,000), LID payments ($460,468), utilities ($33,000), professional fees for accounting and legal services ($17,000), and administrative expenses ($15,000). The budget also allocates funds for maintenance and repair of lift stations and control buildings ($14,000), operational equipment and inventory ($9,000), insurance ($8,400), consumables and supplies ($8,500), vehicle expenses ($11,000), professional fees to Welch Comer ($7,000), ground maintenance and snow removal ($4,000), and unexpected expenses ($7,500).
Policy Amendment on Delinquent Accounts
The water district is proposing Resolution No. 2026-01, which would amend the district’s policy on late fees and charges for delinquent accounts. The amendment will take effect December 1, 2026, and applies to accounts that are 90 or more days delinquent. The resolution will be considered during the August 5 hearing.
