Ponderay, Idaho — The Ponderay City Council is set to hold a public hearing on Monday, May 18, to consider Avista Utilities’ application for a special use permit to construct a public utility complex near the intersection of East Bronx Road and U.S. Highway 95.

Project Background and Scope
Avista purchased the 22-acre parcel in 2018. The lot sits adjacent to a substation operated by Northern Lights, Inc. and is surrounded by a mixture of commercial, residential, and agricultural properties. The Ponderay Planning and Zoning Commission reviewed the application and gave it unanimous approval in April, forwarding the matter to the City Council for a final decision.
If the council grants the permit, Avista plans to develop the site over the next ten years. Construction would begin with a six-acre electrical substation designed to step down high-voltage power for local distribution, reroute electricity across the grid, and isolate outages to speed up restoration times for customers.
In its application, Avista representative Karen Kendall pointed to rapid population growth in the Ponderay area as a key driver behind the need for expanded infrastructure. The application notes that the area’s population rose by 15.8% between 2020 and 2023, a pace that has strained the utility’s ability to deliver reliable service.
Later phases of the project would add a service center to house customer support, billing operations, account management, and office staff. Any portion of the property left undeveloped is slated to remain as open pasture available for nearby cattle grazing.
Design and Landscaping Plans
Avista’s application outlines measures intended to integrate the facility into its surroundings. Plans call for planting a combination of deciduous and evergreen trees, placing decorative boulders, and constructing a stormwater detention pond. A nine-foot noise-absorptive wall would screen most of the facility’s infrastructure from view, with openings only at entrance gates.
The utility also proposes paving East Bronx Road with asphalt from Highway 95 to the Craig Court intersection as part of the project’s site improvements.
